Building Inspector III

Department: Inspections
Location: Southern Pines, NC

Salary negotiable depending on qualifications, certifications and experience

DISTINGUISHING FEATURES OF THE CLASS

  • An employee in this class inspects construction and installation work in progress to enforce state codes for buildings and for electrical, plumbing, and mechanical systems.
  • Work involves frequent field checks in the inspection of work in various stages of completion.
  • Technical judgment is required to interpret provisions of Codes as applied to practical construction circumstances.
  • Inspector specializes in one area of code compliance and has certifications in multiple trades and is trained as backup in other areas.
  • This position has supervisory responsibilities for field inspections and supervises inspectors in the field.
  • Inspections require physical effort and are performed under hazards present in dealing with construction work in progress.
  • Tact, courtesy, and firmness must be exercised in dealing with developers, contractors, and the general public.
  • Work is performed under the general supervision of the Chief Building Inspector and is evaluated through spot checks of inspections and through conferences.

ILLUSTRATIVE EXAMPLES OF WORK

  • Maintains office hours to answer questions concerning code compliance and the inspections process.
  • Inspects building construction for compliance with codes; monitors foundations and framing process.
  • Inspects electrical wiring systems in both new construction and renovations; approves temporary and final wiring for compliance with codes.
  • Inspects buildings, and electrical, plumbing, and mechanical systems.
  • Advises contractors in interpreting and applying code regulations.
  • Notifies responsible parties of defects and re-inspects to determine if corrective actions have been taken.
  • Maintains records of inspections and prepares necessary reports to Chief Building Inspector.
  • Supervises and performs evaluations of inspectors working under his/her supervision.

KNOWLEDGE, SKILLS AND ABILITIES

  • Considerable knowledge of construction and system installation procedures in at least all trade areas (building construction, electrical, plumbing, and mechanical systems.)
  • Considerable knowledge of state codes in the area of specialization.
  • Skill in the interpretation of codes, including building and minimum housing in their application to specific situations.
  • Skill in reading and interpreting plans and specifications.
  • Ability to supervise and perform appraisals of subordinate employees.

DESIRABLE EXPERIENCE AND TRAINING\

  • Experience as a code inspector in building, electrical, plumbing, and/or mechanical work as a contractor; or an equivalent combination of experience and training with a minimum Level II certification in multiple trades.
  • Level III certification is preferred or a Level II certification with a probationary Level III.

SPECIAL REQUIREMENTS

  • State certification Level II in multiple inspection areas.
  • Possession of valid North Carolina driver’s license with an excellent driving record.
  • Ability to physically negotiate a construction site including climbing stairs or ladders, crawling, walking on uneven ground, lifting, and carrying heavy plans.
