Environmental Services Operator

Department: Environmental Services
Location: Southern Pines, NC

Environmental Services Operator (Full Time)

Annual Salary Range: $37,600.30 - $56,400.30

Reports to: Environmental Services Supervisor

Direct Reports: May indirectly supervise Environmental Services Technicians

PURPOSE

This position performs a variety of skilled and semi-skilled tasks with the objective of providing waste pick-up, disposal and trash cart maintenance and delivery for the community in an efficient and timely manner. To dispose of collected yard waste & bulky items at the County landfill, and to ensure that collection vehicles are properly equipped and serviced for routes. These tasks require the use of manual tools, and mechanical equipment generally associated with waste pick-up and trash cart maintenance.

DUTIES AND RESPONSIBILITIES

  • Must be able to safely operate, care for and maintain a variety of hand tools and equipment such as rakes, shovels, trimmers, blowers, etc.
  • Must be able to safely operate small work trucks with trailers.
  • Must maintain and utilize appropriate and required Personal Protective Equipment (PPE) and follow all safety procedures at all times.
  • Must have good communication skills and be able to interact positively with both the public and co-workers.
  • Remove various debris from the exterior of residential units, municipal properties, and other areas assigned. i.e., litter, limbs, grass clippings, pinecones, and bulk & white good trash.
  • Must be able to inspect the contents of a load to ensure the purity of the load when collecting yard waste, collect refuse and scattered debris at collection sites and along Town streets. Then transport load to the landfill.
  • Participate in the inspection of collection vehicles to ensure proper mechanical functioning; assist with preparation for daily use; perform minor repairs and preventive maintenance; ensure that collection vehicle is kept clean.
  • Consult with immediate supervisor for any route changes.
  • Manually collect yard waste from residential sites; lift carry moderate to heavy waste materials for short durations of time; clean storm drains and curbs as needed.
  • Report any damaged collection vehicles and equipment, job related accidents, and roadway issues which effect the safe operation of collection vehicles to supervisor.
  • Answer questions and provide information to citizens regarding collection requirements; notify citizens of obstructed collection stops.
  • Maintain and prepare daily logs, surveys, truck inspections and other necessary documentation of completed activities.
  • Respond as needed in emergency related clean-up and recovery.
  • Work safely, follow all safety procedures, utilize required PPE, correct and report any unsafe conditions or actions of others.
  • Understand how to navigate and work through the Towns work order system.
  • May be required to assist with setup and tear down of holiday decorations or other Town functions.
  • Significant experience and proficient skill with larger equipment (such as reach mowers, backhoe, etc.) and power tools (such as chainsaws, chippers, etc.).
  • To operate light and medium power-driven equipment requiring a Commercial driver license (CDL) such as waste collection trucks, dump trucks, street sweepers, snowplows, etc.
  • Must achieve certification in pesticide/herbicide application.
  • Safely operate collection equipment in traffic.
  • Operate the mechanical features of knuckle-booms, leaf vacuum, and rear loading collection vehicles.
  • An employee in this class is responsible for directing all debris collection work in and around public roadways, and other areas directed, under general supervision of the Environmental Services Supervisor or Assistant Public Works Director and is evaluated through periodic conferences and inspection.
  • Performs inspections of equipment with utmost scrutiny for operational defects.
  • Deals with unsatisfied residents and de-escalates the situation through good customer service.
  • Maintains and repairs such equipment utilized in collections of waste.
  • When assigned, may be required to coach, mentor, train and/or oversee co-workers when supervisor is not present.
  • Must complete additional training or course work in basic leadership skills.
  • All other reasonably assigned duties.

EDUCATION, SKILLS AND CERTIFICATIONS

  • High school diploma or GED required.
  • Possession of valid NC Class B Commercial driver’s license with an excellent driving record.
  • Working knowledge of principles, practices and methods of residential refuse, yard waste, & bulky collection and disposal.
  • Knowledge of Town streets.
  • First Aid/CPR certification is highly desirable.
  • Certification in pesticides/herbicides application (ROW)
  • Minimum of 18 months experience as a non-probationary Environmental Services Technician or equivalent experience.
  • Certification in bucket truck operations.
  • Knowledge of waste collection routes.
  • Other combinations of education and related experience will be considered.

PHYSICAL REQUIREMENTS

  • Ability to lift 75 pounds and move over short distances, and 35 pounds over extended distances.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities which include walking, standing, kneeling, squatting, bending, pulling, pushing, reaching or sitting for extended periods of time, lifting and carrying light to moderate equipment and materials and operating assigned vehicles.
  • Climbing ladders as well as climbing into and out of/onto and off of various pieces of equipment, vehicles and equipment trailers.
  • Operating manual hand tools (rakes, shovels, pruners, etc.), light hand power tools (portable saws, blowers, etc.), other power tools (Chainsaws, hedge trimmers, brush chippers, etc.)
  • Operating light and medium power-driven equipment requiring a Commercial driver license (CDL) such as waste collection trucks including knuckle booms, dump trucks, street sweepers, snow plows, etc.

WORKING CONDITIONS

  • This position works exclusively outdoors, year-round, and in all weather conditions.
  • This position requires occasional evening, weekend, holiday and call-in work.
  • This position is considered an “ESSENTIAL POSITION”, meaning that work may be required during extreme weather events and other emergency situations.
