Billing & Collections Technician

Department: Utility Billing
Location: Southern Pines, NC

Annual Salary Range: $40,500-$46,000

Important: The pay range listed above represents the anticipated starting annual compensation for this position. It includes the base salary and a $100 per paycheck discretionary income supplement. Your final starting pay will be based on factors like your experience, education, and certifications.

PURPOSE

This employee performs a variety of advanced clerical tasks following established procedures to maintain all maintenance of Utility Billing. The employee is responsible for proper receipt of revenues due the Town and accounting for all monies received and processed. Employee is responsible for taking work orders for utility service.

DUTIES AND RESPONSIBILITIES

  • Performs all activities associated with the operation of a complete utility billing program. Activities include loading and unloading handheld reading devices, uploading readings into the utility billing software, verifying accuracy of readings, calculating usage, printing of billing register, the actual bill preparation and the electronics transmission of the billing file, sends bill file to printers.
  • Collects funds for payment of utility billings, fees, services, fines; receipts monies received; posts payment transactions to proper records and documents; balances and accounts for cash received on a daily basis through use of computer and calculator.
  • Prepares maintenance on utility bank draft system; can process bank draft payments if needed.
  • Makes collection efforts through mail, in-person, and telephone contact with delinquent customers.
  • Responsible for update of all meter maintenance to utility accounts.
  • Prepares service work orders and dispatches personnel to service calls and problem areas.
  • Maintains general and specialized files associated with utility billing and collection efforts.
  • Prepares large-scale mailings of utility billing and/or collection correspondence.
  • Explains service, fee and related matters to the public through verbal and written communication.
  • Has contact with customers in explaining utility services and assists them with all problems or inquiries in a courteous and professional manner.
  • Sends notices as required, and verifies cut-off list; keeps alert to unusual circumstances.
  • Prepares and maintains all required utility billing reports to include filing of such reports on a daily and monthly basis.
  • Prepares and sends invoices for business licenses and process licenses when payment received as well as in the collection of delinquent accounts.
  • Collects fee for sale of cemetery plots as well as researches available plots and maintains records of all sales.
  • Collects fee and prepares permit for yard sales.
  • Performs related duties as required.
  • Processes trash and recycle applications; generates work orders for trash and recycle as well as provides information to customers.

EDUCATION, SKILLS AND CERTIFICATIONS

  • Considerable knowledge of the Town's practices, procedures and schedules for utility and miscellaneous services.
  • Knowledge of the principles of receiving, receipting and initial accounting for cash.
  • Knowledge of general recordkeeping requirements associated with maintaining and cross-referencing customer accounts activity.
  • Ability to deal with the public in-person or by telephone in a tactful and effective manner.
  • Ability to create and maintain accurate records and files of normal office activities.
  • Proficient in the use of computer and other standard office equipment.
  • Ability to work in a fast paced office environment that involves multi-tasking.
  • Ability to prepare reports and analysis in MS Office products.
  • Graduation from two year college supplemented by general office experience affording public service contact and a knowledge of accounting principles or an equivalent combination of training and/or experience is mandatory.
  • Proficiency in MS Office products as well as considerable computer experience is mandatory.

PHYSICAL REQUIREMENTS

  • Must have the ability to lift and carry boxes up to 40 pounds

SPECIAL REQUIREMENTS

  • Must have an excellent credit history and the ability to pass a credit background check.
  • Must have a valid drivers license and excellent driving history.
